The Reverend J. Phillips Noble was born in 1921 and grew up in Learned, Mississippi. After graduating from King College in Bristol, Tennessee and Columbia Theological Seminary in Decatur, Georgia, he was ordained a Presbyterian Minister. Graduate work was done in Edinburgh, Scotland, and Cambridge University in England.
After serving churches in McDonough, GA and Greenville, SC, in 1956, Noble became the minister of the First Presbyterian Church in Anniston. In 1963 he was appointed Chairman of the Bi-racial Human Relations Council.
In 1972 he went to historic First (Scots) Presbyterian Church in Charleston, SC and then his ministry culminated as the Co-President of the Board of Pensions of the Presbyterian Church, USA. He has traveled extensively on six continents. He is married to Betty Pope Scott. They have three children: Betty, Phil, Jr. and Scott and two grandchildren. He is retired and living in Decatur, Georgia.
